As you see from the snapshot you posted, the unallocated disk area is not adjacent to drive C. Windows 10 has no facilities to join these two partitions. You would need to use a third-party tool such as AOMEI to move the partitions before joining them. Remember to back up your data beforehand and to test if the backups are readable! I downloaded AOMEI and tried to move the unallocated partition right after the C: partition with no success. I got a message that the D: partition is too much fragmented which isn't true since I defragmented the partition before.

I had the same problem that you have and got this message but I guess you've solved this issue, since it's more than a month. But you can make the bootable media from Aomei itself, just like that.
